Brazil actively incentivises domestic medical device manufacturing through financing programmes offered by BNDES (Banco Nacional de Desenvolvimento Econômico e Social) and FINEP (Financiadora de Estudos e Projetos).
BNDES — Development bank financing
BNDES offers financing for medical device manufacturers in Brazil through:
- BNDES Finame — financing for the acquisition of nationally manufactured equipment (including medical devices) by healthcare facilities;
- BNDES Finem — long-term financing for investment in production capacity, GMP upgrades, and R&D facilities; and
- BNDES Inovação — innovation financing for development of new medical technologies.
FINEP — Innovation funding
FINEP provides grants and soft loans for medical device R&D and clinical development:
- Non-refundable grants (subvenção econômica) for innovative medical device development by Brazilian companies;
- Soft loans for clinical trials and regulatory development; and
- Support for technology transfer and scale-up.
EMBRAPII and research partnerships
EMBRAPII (Empresa Brasileira de Pesquisa e Inovação Industrial) facilitates partnerships between Brazilian manufacturers and research institutes for collaborative medical device R&D.
