FDA Circular 2022-008 established the Abridged CMDR Pathway โ a faster registration route for Class B, C, and D devices that already hold approval from a recognised ASEAN National Regulatory Authority (NRA).
This pathway leverages the technical assessment already conducted by the reference ASEAN NRA, enabling CDRRHR to issue a CMDR within 30 working days of payment receipt rather than the standard CMDR processing timeline.
Eligible Reference NRAsโ
The abridged pathway applies to devices approved by an ASEAN NRA that is recognised by CDRRHR for this purpose. ASEAN NRAs include:

Eligibility Requirementsโ
To use the abridged pathway:
- Device holds a current, valid approval from a recognised ASEAN NRA
- The device submitted to CDRRHR is technically identical to the reference-approved device:
- Same intended purpose
- Same materials and specifications
- Same design
- The applicant declares identical specifications in writing
- Payment of applicable fees must be received before the 30-working-day clock starts
30 Working-Day Timelineโ
The 30 working-day turnaround starts from payment receipt (not from submission of the application). Ensure fees are paid promptly after the application is accepted as complete.
Conditions for Withholding Abridged Approvalโ
CDRRHR reserves the right to withhold or escalate beyond 30 working days if:
- Safety signals or concerns exist regarding the device
- The reference NRA's review is deemed insufficient for Philippines context
- The device specifications are found to differ from those approved by the reference NRA
- Additional information is required for public health protection

The abridged application uses a reduced dossier compared to the standard CMDR:

If your device holds HSA (Singapore), Malaysian MDA, Thai FDA, or another ASEAN NRA approval, the abridged pathway is the recommended first-choice approach for Philippines registration. The 30-working-day timeline is dramatically faster than standard CMDR processing.
Example: A device approved by Singapore HSA (one of the fastest ASEAN markets) can leverage that approval to obtain Philippines CMDR in approximately 6 working weeks after payment.
