GRLS — State Register Guide
What is the GRLS?
The GRLS (Государственный реестр медицинских изделий — State Register of Medical Devices) is Russia's official database of all registered medical devices. It is maintained by the Ministry of Health and accessible at grls.rosminzdrav.ru/GRLS.aspx.
Every medical device that has been approved for placement on the Russian market has an entry in the GRLS. The Registration Certificate number issued by Roszdravnadzor corresponds to the GRLS entry.
What a GRLS entry contains
Each GRLS record typically includes:
- Registration Certificate number (RZN number)
- Device name — trade name and/or common name in Russian
- Manufacturer name and address
- Russian Authorized Representative name and address
- Device class (I, IIa, IIb, III)
- OKPD-2 classification code
- Intended purpose — as approved
- Registration date and validity
- Scope of registration — models and configurations covered
Searching the GRLS
The GRLS search interface (in Russian) allows you to search by:
- Registration Certificate number (RZN number)
- Device name
- Manufacturer name
- OKPD-2 code

GRLS vs EAEU database
The GRLS covers devices registered under the national pathway. Devices registered under the EAEU pathway are listed in the separate EAEU database maintained by the Eurasian Economic Commission at eec.eaeunion.org. From 2027, new registrations will appear in the EAEU database rather than the GRLS.
Keeping your GRLS entry up to date
Manufacturers must ensure their GRLS entry remains accurate. Changes to the device, manufacturer, or authorized representative must be notified to Roszdravnadzor and reflected in the GRLS. An inaccurate or outdated GRLS entry can create compliance issues.
