What Is the GBA Initiative?
The Guangdong–Hong Kong–Macao Greater Bay Area (GBA) is a Chinese national initiative linking Hong Kong, Macao, and nine Guangdong cities into an integrated economic and innovation zone. Within the GBA, a specific cross-border medical device pilot programme allows:
- MDACS-listed devices to be used in designated GBA hospitals in Guangdong
- Devices to cross the border for use in specific clinical settings without full NMPA (China) registration
This is a significant HK-unique pathway with no parallel in any other RAPath jurisdiction.
How the Pilot Works
Under the GBA pilot:
- A device must hold a valid MDACS listing (HKMD number) in Hong Kong
- The Guangdong provincial health authority designates hospitals eligible to participate
- Designated hospitals may access MDACS-listed devices for clinical use, leveraging the HK regulatory approval as the reference
- Full NMPA registration in China is not required for this specific pilot use
