Choosing a Registered Certification Body (RCB)
MHLW-registered RCBs
RCBs must be accredited by MHLW and their accreditation scope (the device types and standards they are authorised to certify) is published by MHLW. Major RCBs operating in Japan include Japan Electrical Safety & Environment Technology Laboratories (JET), Japan Quality Assurance Organization (JQA), and others. Always check MHLW's current accredited RCB list before making a selection.
Factors when selecting an RCB
Scope coverage. The RCB must be accredited to certify the specific device type and standard applicable to your device. Not all RCBs have the same scope.
Technical expertise. Different RCBs have deeper expertise in specific device categories. An RCB with strong expertise in your device type will conduct a more efficient review.
Timeline. RCB workloads vary and affect review timelines. Ask for current estimated timelines when requesting a quote.
Fee structure. RCB fees vary. Obtain quotes from two or three RCBs for comparison.
Language capability. If submitting documentation in English, confirm the RCB's English-language review capacity. Some RCBs require Japanese-language documentation for all submissions.
Ongoing surveillance. Consider the RCB's surveillance audit process and how it will interact with your post-certification obligations.
Practical process for engaging an RCB
- Confirm the applicable recognised standard for your device
- Verify MHLW's current list of accredited RCBs and their scope
- Contact 2–3 RCBs with a brief device description to request a scope confirmation and fee estimate
- Select an RCB and enter into a certification agreement
- Submit the technical dossier per the RCB's requirements
