QMS Ordinance vs ISO 13485 Alignment

Strong areas of alignment

MO 169 and ISO 13485:2016 are substantially aligned. If your manufacturing site is already certified to ISO 13485:2016 by an accredited certification body, the majority of MO 169 requirements will already be met.

Areas of close alignment include:

  • Management responsibility and quality policy
  • Document and record control
  • Design and development controls
  • Purchasing and supplier controls
  • Production and service provision controls
  • Monitoring and measurement
  • CAPA and nonconformance control

Japan-specific requirements with no ISO 13485 equivalent

The following MO 169 requirements go beyond ISO 13485 and must be specifically addressed:

1. MAH quality oversight system. MO 169 requires the MAH to maintain a quality oversight system covering all contracted manufacturers. This includes conducting periodic audits of manufacturing sites, reviewing quality records, and maintaining records of oversight activities. ISO 13485 does not have a corresponding MAH-level requirement.

2. Post-market safety information system. MO 169 requires the manufacturer and MAH to maintain a system for receiving and processing post-market safety information — linking the QMS to the GPSP post-market surveillance obligations. The information flow from the manufacturer to the MAH must be formally defined.

3. Document control for approved labelling. The approved labelling (as specified in the Shonin or Ninsho) must be controlled as a quality document. Changes to approved labelling that require Ichibu Henko must be tracked in the document control system.

Does ISO 13485 certification satisfy MO 169?

ISO 13485 certification issued by an accredited certification body does not formally substitute for MO 169 compliance or for PMDA QMS inspection. However:

  • ISO 13485 certification is accepted by PMDA as strong evidence of QMS maturity and helps significantly in inspection preparation
  • Sites with well-documented ISO 13485:2016 systems typically perform well in PMDA inspections
  • PMDA may reduce the scope of a pre-approval inspection for a site with a history of clean ISO 13485 audits

The formal requirement under the PMD Act is MO 169 compliance, verified by PMDA inspection. ISO 13485 certification is a helpful indicator but not a legal substitute.
